The Texas Health and Human Services Commission (HHSC) requires local mental health authorities (LMHA) and local intellectual and developmental disability authorities (LIDDA) to develop a two-year local provider network development plan (LPND) to establish and maintain a network of qualified providers. CLSP The Consolidated Local Service Plan (CLSP) encompasses all service planning requirements for local mental health authorities (LMHAs) and local behavioral health authorities (LBHAs). The CLSP has three sections: Local Services and Needs, the Psychiatric Emergency Plan, and Plans and Priorities for System Development. The CLSP asks for information related to community stakeholder involvement in local planning efforts. The Health and Human Services Commission (HHSC) recognizes that community engagement is an ongoing activity and input received throughout the biennium will be reflected in the local plan.
