Youth Empowerment Services Waiver Program

The Youth Empowerment Services (YES) Waiver is a Medicaid waiver program for youth under age 19 with serious emotional disturbances (SED) who, without these services, would require inpatient psychiatric care.

The YES Waiver provides flexible, individualized services and supports designed to keep youth in their homes and communities, rather than institutional settings.

Who Qualifies

  • Age Youth under age 19.
  • Diagnosis A serious emotional disturbance (SED) requiring an intensive level of care.
  • Medicaid Eligibility Must be enrolled in Medicaid or eligible for Medicaid.
  • Clinical Criteria Must require the level of care provided in an inpatient psychiatric setting without YES Waiver services.

Services Available Through YES Waiver

  • Flexible Family Support Services Supports for the family that are not otherwise covered by Medicaid.
  • Youth Empowerment Services Activities and supports that promote independence and community participation.
  • Respite Services Short-term relief for caregivers.
  • Supported Employment For eligible youth transitioning to employment.
  • Other Community-Based Services Additional services tailored to meet the individual youth's needs.
